Local Option Income Tax Trust Fund Update

Senate Enrolled Act 67 passed this session to distribute the balance of the Local Option Income Tax Trust Fund maintained by the state on behalf of local units. This money represents the accumulation of LOIT revenue that was collected above and beyond the estimated amount that is actually distributed in any given year. Therefore, this is money raised at the local level but held at the state until the Trust Fund for an individual unit equaled 50 percent of that unit’s annual LOIT revenue.

Under prior law, the 50 percent would be maintained in trust and no mechanism existed to get that money returned to the local unit. SEA 67 distributes 100 percent of the Trust Fund balance on December 31, 2014, and lowers the Trust's threshold to 15 percent in future years. As a result, nearly $505 million will be distributed to counties, municipalities, libraries, schools, and townships. For counties and municipalities, this money is subject to requirements for how it may be spent. 75 percent of each unit's distribution must be spent on road infrastructure or placed in the Rainy Day fund. The other 25 percent may be spent on any legal purpose. Be sure to attend the AIC District Meetings to hear more about these funds and how they may be spent!

AIC Request for 2016 Conference Workshop Proposals

The Association of Indiana Counties (AIC) offers 10 workshops during our Annual Conference. The 2016 Annual Conference will take place September 26-29, 2016 at the Grand Wayne Convention Center in Allen County. 

The workshops will be offered during four different time slots on Wednesday, September 28.

The AIC is now accepting scholarship applications and awards nominations for the 2016 awards year.

We have several awards and scholarships available. We do hope to see one or more great projects nominated from your county this year. Also, if you know of any county officials or county employees who have kids or grandkids who would qualify for our college scholarships, sponsored by Nationwide Retirement Solutions and SRI, Inc., please be sure to forward this email.

Attention County Council Members and Auditors

SEA 321 creates a new local government adoption process.  Prior to all of the AIC district meetings, Courtney Schaasfma, Commissioner of the Department of Local Government Finance will provide a briefing on the budget adoption timeline for local units of government. 

The briefing will begin at 4:00 p.m. at the same location as the AIC district meetings. There is no charge to attend this briefing and it is expected to last one hour. If you plan on attending this briefing, please email Cesia Carmona at This briefing is critical for all county officials, but specifically members of the county council and auditors.

10-Digit Dialing Underway in Indiana's 317 Area Code

A new 463 area code will be added to the 317 region. On Sept. 17, 2016, all local calls made within the 317 area will have to use the area code + 7-digit telephone number. Calls that are currently local will still be local, though. From now till Sept. 17, local calls can be made with 7 or 10 digits.

Superintendent. The Superintendent is responsible
for planning, scheduling, and directing all employees in highway operations. The Superintendent is also responsible for preparing the highway department’s budget, forecasting labor needs, determining equipment needs, and the supplies needed for the daily operation of highway department.
